Established in 1851, just five years after Iowa was admitted to the Union as the first free state in the Lousiana Purchase, Osceola began a pattern of growth that was to continue through the 19th and 20th centuries. Currently an estimated 4,500 people call Osceola home.

- Historic Carnegie style library, built in 1910, expanded in 1998 including a fiber-optics room and elevator to become handicapped accessible.

- City Police Department - Nine certified officers offering the community over 110 years of combined law enforcement experience.
- Municipal Water System - Reservoir supply, treated water storage of 2.6 million gallson, peak water plant production of 1.7 million gallons per day, current average daily treatment of 1 million gallons.
